Technology advances rapidly and generates changes, especially in the workplace. There are those who say that automation will bring more work and others who say that the possibility of getting one will decrease.<\/span><\/span><\/p>\n<\/div>\n<\/div>\n

Thousands of financial operations are carried out electronically in the world, and every day more begin to migrate from the physical to the digital.\u00a0<\/span>Online traceability, control, review and updating<\/span><\/strong> \u00a0are success factors for this type of document.<\/span><\/p>\n

The same thing happens with invoices, the e-invoice concept has existed in Colombia since 2007, although its use is not widespread, and only about a hundred companies use it. At present, the Directorate of National Taxes and Customs,\u00a0 <\/span>DIAN<\/span><\/span><\/a> , points to its massification.<\/span><\/p>\n

Initially, it is expected that around 830 large companies will have to implement\u00a0 <\/span>e-invoicing<\/span><\/strong> platforms . This is\u00a0 <\/span>a mechanism that will be of great help in controlling tax evasion and smuggling<\/span><\/strong> . But beyond that,\u00a0 <\/span>it is estimated that its use will become widespread due to the facilities it implies for companies.<\/span><\/strong><\/p>\n<\/div>\n<\/div>\n

An invoice is a document regulated by law, with certain requirements and mandatory fields.\u00a0<\/span>The e-invoice is practically identical to the traditional one<\/span><\/strong> , it is even accompanied by digital signatures (a mechanism equivalent to a handwritten signature that guarantees the integrity and authenticity of an electronic document or transaction and the identity and responsibility of its author).\u00a0<\/span>The only thing that differs is in an additional field. It is a hexadecimal code<\/span><\/strong>\u00a0that can only be generated by those who have a technical key granted by the DIAN, and a digital certificate. Thus, several variable parameters of the platform that make the invoice unique are encoded in it. In addition, by provision of the DIAN in mid-February 2016, each page of the invoice must carry a QR code that represents the technical control content.<\/span><\/p>\n

The same as the traditional invoice,\u00a0 <\/span>it must guarantee: authenticity and integrity,<\/span><\/strong> \u00a0that is, once generated, it cannot have any changes.\u00a0<\/span>And it must be: issued, delivered, accepted, preserved and exhibited.<\/span><\/strong><\/p>\n<\/div>\n<\/div>\n

Digitizing is not generating an electronic document<\/span><\/h3>\n

Just like in banking operations, a consignment voucher filled out by hand in an office and scanned to be sent to the account owner is not an electronic transaction; an invoice that is physically generated and displayed in a PDF for the customer to consult, is also not an electronic invoice.<\/span><\/p>\n

The e-invoice is born, transmitted and consulted digitally. <\/span><\/strong>\u00a0It can be printed by whoever receives it, but it is not necessary. For the user to know if it is an e-invoice or not, he only needs to see if it has a hexadecimal code.<\/span><\/p>\n<\/div>\n<\/div>\n

For the implementation of the e-invoice,\u00a0 <\/span>the DIAN requires companies to have a technological platform that guarantees the legality of the transaction,<\/span><\/strong> \u00a0with all the traditional mandatory fields of the paper invoice. During the process, DIAN itself generates a key with which, added to the digital certificate of the platform, a hexadecimal code is created that serves as technical control content and guarantees the legality of the commercial deal.<\/span><\/p>\n

The platform can be created by the company that generates the invoice itself, but since it is a specialized activity,\u00a0 <\/span>the regulations contemplate that a third party can be a service provider as long as they certify compliance with the requirements defined by the standard.<\/span><\/strong><\/p>\n<\/div>\n<\/div>\n
